Brain Research, Nanotech and the Military
Jonathan Moreno is qualified, without a doubt, to survey what is in the public domain about neuro-weapons and diverse applications of numerous branches of research that blur the distinctions between government, military, and medical, technological and scientific research, and he is also qualified to discuss the ethical implications of this research. So why does he need to insist that he is qualified? Because black budget (clandestinely funded) science and technology is so large a percentage of all scientific R&D and so hidden from public view that even to approach the subject is to enter a force field of distortion and paranoia. One might as well explore UFOs or time travel-domains of actual research, in fact, but which must be discussed with a wink or, as Moreno's disclaimers indicate, the trumpeting of one's credentials, above all credentials of character-respectability and conventionality-so that one is not marginalized by the mere fact that one has chosen to explore the domain.

Before the ink was dry on today's court order denying Scooter Libby's latest appeal a motion to allow him to stay out of jail while he was challenging his conviction George W. Bush commuted Libby's sentence. Libby will no longer have to serve the 30-month prison sentence ordered by federal district court Judge Reggie Walton. He will, though, have to pay the $250,000 fine that was part of the sentence.

Iraq draws up plans for privatisation gold rush

The Sunday Telegraph has learned that officials from the government have recently held talks with banking and legal advisers in London. City sources said Iraq's minister for industry, Fawzi Hariri, was looking to appoint advisers to draw up a memorandum of understanding to sell off the country's non-oil assets, ranging from petrochemical plants to construction companies, hotels and airlines, as early as this month.
Iraqi cabinet endorses amended oil law
Iraq's cabinet on Tuesday approved an amended draft oil law a key plank to help unite the country's warring communities and forwarded the bill to the parliament.
"The oil and gas law has been endorsed at a cabinet meeting unanimously and was sent today to the house of deputies," Prime Minister Nuri al-Maliki said at a press conference.
